June 2005 the Council of Ministers approved the Decision
Nr. 435, date 23.06.2005 "Confirmation of list for
equipments that use dissolved Ozone forbidden to be
fabricated and imported and methods and procedures
followed in order to replace this element from
equipments in use". During February - March 2006
they approved by specific laws the amendments of
Copenhagen, Paris, London and Montreal, as part of
Montreal Protocol. Albania is implementing some projects
with the assistance of the implementing agencies like UNEP
and UNIDO aiming to complete the tasks of Montreal
Protocol.

The projects are as follow:

The main issue of this project is to strengthen national
capacities by facilitating and performing coordination
for administration of problems of ozone and implementation
of required projects.National Ozone Project Implementation
Unit is located at the Ministry of Environment, Forest and
Water Administration. The full time staffs, who are coordinators
and its assistant, manage the office with the assistance of l
ocal advisors forlaws problems of cooling technology and
related laws.The coordination of the National Plan is fulfilled
by coordinator who is also the coo-chairman of the National
Committee for the Montreal Protocol and report on the progress
by the implementation of program. NOPIU report the UNEP,
UNIDO and the Ministry of Environment, Forest and water
Administration for all the technical and financial
advancements.The General Directorate of Customs has approved the
Manual nr.1 date 18.06.2007 in order to Implement the
Decision of the Council of Ministers nr. 453. They organized
two seminars on the issue.
The decision of partners of Montreal Protocol will affect
process of removing from circulation of HCFC elements.
Taking it in consideration during 2008-2009 it will be prepared
the National Plan to remove them completely from circulation.
Albania has the future obligation also to remove the elements
of halogen from circulation. On the contests during 2009-2009
the Decision of Council of Ministers Nr. 453 date 23.06.2005 will
be amended
