Description
June 2005 the Council of Ministers approved the Decision
Nr. 435, date 23.06.2005 "Confirmation of list for
equipments that use dissolved Ozone forbidden to be
fabricated and imported and methods and procedures
followed in order to replace this element from
equipments in use". During February - March 2006
they approved by specific laws the amendments of
Copenhagen, Paris, London and Montreal, as part of
Montreal Protocol. Albania is implementing some projects
with the assistance of the implementing agencies like UNEP
and UNIDO aiming to complete the tasks of Montreal
Protocol.
The projects are as follow:
Training of Customs Agents
TThe project is dedicated to the purpose of data collected
and reported to Montreal Protocol. There are 17 Customer
posts in Albania but the inspection is centralized. Only one
laboratory is testing the products of import to Albania. It is
located in Tirana and do test the import products entering
from 17 Custom ports. The Custom Authority has the responsibility
to identify the problems that cause LHO elements.
The main task of this project is to strengthen the capacities of
Custom Authority to do inspections of import and exports for
elements that harm ozone cover and equipments or other products
that contain or use them, by training of officers. The training is
completed.The participants in the training were from
department of statistics and the Institute of Statistics as the
responsible for acquisition of the true data for LHO import/export.
The workshop was assisted by regional inspector, who will do the
spot monitoring of data. The project expectations are:
The amelioration of inspections on LHO imports and exports and
the equipments that contains or use it in Albania
Installment of a database for import export, importers and exporters
and users of LHO (by the staff of statistical department
Customs Directorate) Amelioration of system for true data collection
and reported to the Montreal Protocol from NOPIU, by comparing
and checking data results for imports entered to the Custom posts
with local inspectors.Reduction of LHO consumption per 3 ton/year
Is prepared a training manual for Custom Officers for control of the
ozone depleting substances ( in CD )NOPIU in cooperation with General
Custom Directory prepared an Instruction "For Control of the Ozone
Depleting Substances Imports - Exports" ( Instruction Nr 1 date 18.06.2007 )
